Many local authorities block access to social media or to Web 2.0 aspects of the Web, especially for schools. Although such restrictions have started to ease, it is still a problem for many or most schools.
Another problem will be that teachers wrote down or created links or bookmarks to the museums' old microsites and probably do not go searching for new material from the museums when they teach that topic again (partly because they don't have time, so as long as what they used before still works, they will use it again).
Another issue that I have come across is teachers being nervous of or not very knowledgeable about how to use the Web and what sort of material they might find if they looked. They do not necessarily have the time or facilities to keep up-to-date with web technologies, and want easy ways of downloading and re-using material.
